Here are few things that you may need to do in order for the “Export To Calendar” functionality to work with your Lotus Notes.
In Windows Explorer (not Internet Explorer) go to Tools/Folder Options. On the File Types tab, scroll down to ICS and single click to select (you can just type ICS to get to it quickly). This will display the Details for 'ICS' extension below. With ICS still selected, click the Change button to the right of "Opens with:" and then select Notes.
Also make sure your Internet Explorer is setup to use Lotus Notes as your default Calendar Program (or it won’t work). In Internet Explorer, Click Tools/Internet Options. Click the Programs tab, then under Internet Settings, change the Calendar drop down to Lotus Notes (you should also change all the others to Lotus Notes as well (except for HTML Editor and Internet Calls, since this is not an option).

Also, here is a 2 minute youtube video on how to import .ICS files into Lotus Notes – which you might have to do if your version of Lotus Notes is earlier than 8.5.
