The goal of this functionality is to allow an administrator to specify membership in a user group via a bulk upload capability. The user will be able to upload a file via an import tab selection while editing a user group. The CSV file will have a list of users that will be processed resulting in a new set of users assigned to the target user group, based on parameters selected on submission. The administrator will receive a message when the import is completed.
